xscale-elf-gcj status

Subject: xscale-elf-gcj status

All of the required gcj/libgcj patches have been installed in order to
build an xscale-elf toolchain from the 3.1 branch.

I have 1 newlib patch to submit (add dummy _fcntl support to handle new
close-on-exit code).

HelloWorld doesn't run right now, but debugging it should be straight
forward.
