I wouldn't mind taking a look, but I haven't built a mingw cross toolchain
in a while.  I'd guess Cygwin would exhibit the same problem though...

...finding people with time *and* skill *and* FSF paperwork can be
difficult indeed.  (I'm part of a startup company now, finding the time to
just read the mailing lists is challenging enough.  And I'm not more than 
a casual frontend hacker either.)

Mark Mitchell is collecting PRs for regressions in 3.1.

You can send him the PR# and it will at least be tracked.  (That doesn't
guarantee it'll be fixed, only that it'll be considered before release.)
