Disable libgcj on cygwin, mingw32 and beos

Based on last week's discussions about libgcj, I'm disabling it on the
aforementioned targets, release branch and mainline.

Index: ChangeLog
from Alexandre Oliva <aoliva@redhat.com>

	* configure.in (noconfigdirs) [*-cygwin*, *-mingw*, *-beos]: Disable
	libgcj.
