I'm checking this in on the trunk and the RH 4.1 branch.
It seems useful to make a gcjh compatibility executable. This has
come up for a few projects while rebuilding the OS.
This also fixes a build buglet pointed out on the gcj list.
I'll put the new tool code upstream shortly.
I also have a patch to update changes.html.

(getParser): Now protected. Use getName. Add '-v' alias for
--verbose.
(postParse): New method.
(run): Now protected. Use postParse.

* tools/Makefile.in: Rebuilt.
* tools/Makefile.am: Remove vm-tools.lst before creating it.
