Patch: FYI: create gcjh executable


I'm checking this in on the trunk and the RH 4.1 branch.

It seems useful to make a gcjh compatibility executable.  This has
come up for a few projects while rebuilding the OS.

This also fixes a build buglet pointed out on the gcj list.

I'll put the new tool code upstream shortly.
I also have a patch to update changes.html.
