I've seen turnaround times as low as a week to ten days, but on average it
seems to take a couple of weeks.

That's another step.  Usually, someone with SVN write access (most often
the reviewer of a patch) will apply the patch on your behalf.  Handing out
SVN write access to every single contributor would not scale, but regular
contributors usually have not problem finding a sponsor relatively quickly.
