I'm going to import libltdl from libtool 1.5.16, as it appears on my
FC4 box to the FSF vendor branch.  I'm not submitting a patch it is
quite large and doesn't involve anything other than copying stuff
around.

I'm planning to merge this to the trunk for PR 26441.  If the merge
proves problematic for some reason, no big deal -- unlike cvs we can
easily ignore the version on the vendor branch, and come back to it
later.
