updating zlib to 1.2.3

Subject: updating zlib to 1.2.3

A diff between 1.2.1 and 1.2.3 applies cleanly, the only other change
is to bump the version in configure.ac, which is still at 1.1.4.

        * configure.ac: Update version.
        * configure: Regenerate.
