configure rebuilt wrong

The below patch is kinda weird. It didn't seem to use autoconf-2.59 to rebuild configure. The ChangeLog entry for Makefile.am and configure.ac are a little short.

I'm checking in a patch now that regenerates configure, but in the form that configure was in before it was applied.

I'd noticed that libada and gnattools have the same issue.

? If my version of autoconf seem wrong, let me know. I think we should all use the same version of autoconf to reduce the grinding on the files.
