[gcjx] Patch: FYI: clean up label handling


I'm checking this in on the gcjx branch.

This cleans up the handling of LABEL_DECLs in the bytecode-lowering
code.  In particular we weren't properly wrapping them in LABEL_EXPRs
before putting them in statement lists.
