I'm checking this in on the trunk.
This is a partial fix for PR java/16843. This changes gcjh to
generate #defines for constants defined in the class. It doesn't fix
the full problem -- inherited constants are not emitted. However,
even a partial fix is useful as, apparently, that is all that the
subversion java bindings need.

generating a JNI header.
(print_field_info): Handle JNI headers.
(jni_print_float): Likewise.
