Based on similar code in libstdc++v3. Fixes the multilib bootstrap problem
I created. :-)
* acinclude.m4: De-precious CC and CXX so that the right flags
are passed down to multilibs.
* aclocal.m4: Regenerate.
* configure: Regenerate.
