I feel okay about the Windows-specific bits - things are definitely
better than before. Also Ranjit gave this a thumbs-up.

I'm going to check this in. In the past, you "approved" and checked
in Ranjit's patches. I need approval from someone to check in
my stuff, and you're the only person that comes to mind.
Christopher Faylor is listed in MAINTAINERS as the windows,
cygwin, mingw maintainer, but I'm not going to change anything
in MAINTAINERS unless one of you higher ups tells me exactly
what to do.
