Patch: FYI: java.text re-merging


I'm checking this in.  This is work I did earlier but somehow
accidentally deleted.  It fixes a couple bad clone() implementations
and merges some Javadoc into MessageFormat.

	* java/text/RuleBasedCollator.java (clone): Rewrote.
	(RuleBasedCollator(RuleBasedCollator)): Removed.
	* java/text/MessageFormat.java: Re-merged from Classpath.
	* java/text/DecimalFormat.java: Re-merged from Classpath.
