In an ideal world I'd like to set up some sort of master Java Class
Library repository to which we could all contribute. I sometimes push
for Classpath to be this, but this doesn't seem to be a popular idea.

Cool. I don't really know anything about this code (jaxp etc). I
really rely on savvy users of the code to say what we should do.
