Ada: %(cc1_options) missing from default specs file

gcc/ada/gcc-interface/lang-specs.h has this:

In contrast to other front ends, â%(cc1_options)â is missing, so
Fedora's approach to hardening flag injection does not work.

Can we just add â%(cc1_options)â, or is there a reason why it is missing?
