m32c-*-* Build Issue (Multilib?)

Hi
m32c-rtems4.11 doesn't build in 4.9.x. I looked at m32c-rtems4.11
and m32c-elf on the head and both fail in the same way. I can't
see any recent changes to the m32c which would have caused
this so I am reaching out.
binutils is the head and newlib is close to their head.
Both builds fail with:
make[4]: Entering directory
`/users/joel/test-gcc/b-m32c-elfgcc/m32c-elf/m32cm/libgcc'
make[4]: *** No rule to make target `all'. Stop.
At the point of the failure, the m32c-elf directory has these:
$ find m32c-elf/ -type d
m32c-elf/
m32c-elf/libgcc
m32c-elf/libgcc/confhUyTPp
m32c-elf/m32cm
m32c-elf/m32cm/libgcc
I think that looks odd. Normally the top directory is named for libraries
not multilib variants.
Any ideas?
