ELF specification


Hello! Hope this is the right place to ask. I'm interested in reading
the Executable and Linkable Format (ELF) specification and I'd like to
know the following:

1. What is the latest version of ELF?
2. Where can I find it?
3. Who is responsible for maintaining/evolving ELF? e.g. is there a
standards body like IEEE for POSIX, Khronos for OpenGL, etc.?
4. Does ELF depend on some other specification, that I should read
first? If yes, recursively ask questions 1-4 replacing "ELF" with the
name of the specification.

If there are architecture-specific parts of the specification in
separate documents, I'm interested mostly in x86 and AMD64.
