In the absence of permission from the FSF to do otherwise in a particular
case (such permission would be sought via the Steering Committee, via this
list), all significant contributors to front ends need to have papers
(assignment or disclaimer) on file at the FSF.
states what is significant. Papers may be assignments from individuals
with disclaimers from any employer with a potential claim, or they may be
corporate assignments from an employer owning the rights. (Disclaimers to
the public domain are also possible as an alternative to assignments.)
