Who did the revision? If someone changes the standard FSf form, they can expect a substantial delay, because issuing a legal opinion on a modified document is not trivial, and it is not as though the FSF has infinite legal resources.

I would appreciate it if the steering committee, as the official FSF maintainers, could pass this on to the FSF. There are many barriers to contributing to gcc, and this one is really painful and self-inflicted to boot.
