Yes:
<ftp://gcc.gnu.org/pub/gcc/old-releases/old-cvs/gcc-cvsroot-1999-05-06.tar.bz2>.
Ian integrated the contents of this repository when doing the conversion
to SVN, so probably the .texi files and ChangeLogs were not
version-controlled for gcc2 if they don't have old history in SVN.
