I'm reluctant to add an extension which requires people to modify all 
their code in a non-conformant way if they want to use it.  I'm 
sympathetic to your suggested changes to C++, but I'd like to see some 
indication that they might make it into a future standard before 
accepting a patch along these lines.

My impression is that the C++ committee generally feel that exception 
specifications are a failed feature, and nobody is particularly 
interested in fixing them.

There is one already: -fno-enforce-eh-specs
