Then I suggest changing our contribute page from
contact us (either via the gcc@gcc.gnu.org list or the GCC maintainer that is taking care of your contributions) to obtain the relevant forms

to
contact us (either via the gcc@gcc.gnu.org list or a GCC Steering Commitee member) to obtain the relevant forms

to reflect this.

It's not so hard actually. Any person who has a GNU account can get them. I just checked and, among people who are not SC members and are usually on IRC I counted 6-7 people. Just ask them and they will forward you the administrivia form.
