Should be

  make -k check RUNTESTFLAGS='--target_board="unix{,-m64}"'

with the equals sign; does it work that way?  Also, I always use it
with the double quotes on the outside, single quotes on the inside:

  make -k check RUNTESTFLAGS="--target_board=unix'{-m32,-m64}'"

This stuff is all magic to me.
