Subject: Ben Elliston appointed DFP maintainer

The SC has appointed Ben Elliston as maintainer of the Decimal
Floating-Point components of the compiler, including relevant portions
of the front ends, libraries, etc.

Ben, please update MAINTAINERS to reflect your expanded role.
