It is a bug. Where the bug lies depends on lots of info you left out,
such as the gcc version, the binutils version, and the target. See

for info on how to submit bug reports.
My first guess would be a linker script or binutils problem.
This testcase works as expected on x86 Fedora Core 4 by the way.
