Thanks. Following your suggestion, I was able to build
gcc-4.0.0 RC2 on powerpc-ibm-aix5.2.0.0.

My original limits were

% limit
cputime unlimited
filesize 1048575 kbytes
datasize 131072 kbytes
stacksize 32768 kbytes
coredumpsize 1048575 kbytes
memoryuse 32768 kbytes
%

I then did

% unlimit datasize
% unlimit stacksize

(not sure both are necessary) and my new limits were

% limit
cputime unlimited
filesize 1048575 kbytes
datasize unlimited
stacksize 4194304 kbytes
coredumpsize 1048575 kbytes
memoryuse 32768 kbytes
%

With these limits, I was able to build gcc-4.0.0 RC2 on
powerpc-ibm-aix5.2.0.0.

I still do not know what AIX 5.1 and AIX 5.2 PTFs
David Edelsohn was referring to ... or where they
are referenced. But evidently increasing the
data limit was sufficient.
