Just as an update on this: the normal mips-elf RC1 tests passed
and I've since tested and applied the patch to mainline.  It would
be nice to get it into RC2 as well if possible.  Is it OK to add the
patch to the wiki page?

Note that the 58 failures isn't as bad as it sounds.  Many of them
are testsuite glitches caused by the extra flags I'm passing.
I think that this patch makes the difference between a "poor"
and a "good" release as far as MIPS16 goes.

(I'm not trying to be pushy here btw.  I just wanted to
follow up with an updated status.)
