There was one (it was actually using more recent improvements to  Briggs
by Moon and Park), on the new-regalloc-branch, and on mainline,
accessible by using the -fnew-ra switch.

Unfortunately, for various reasons, it didn't always produce better
code, and was significantly slower than the current register allocator.
Hence, it has been removed for the upcoming gcc 4.0.
