Having dg-skip-if on the branches?

Hi Janis,
I'm going to need to bypass some tests when using extra RUNTESTFLAGS
of -fpic or -fPIC on x86 in the dg framework. Mainline has the nice
dg-skip-if mechanism, but I need to do this also in 3.3 and 3.4 and
they don't have that.
How would you suggest I proceed? Is there a way to bypass tests based
on extra flags already, or do we need the dg-skip-if backported to
these branches? If backport, what pieces are needed for each branch?
