Then release criteria should be available before stage3, and more
people would have to care about it. Probably the latter is a bit
more important (volunteers, blahblah).
In fact I think that getting release criteria so late in stage 3
is just silly and quite pointless, especially now that they are in
such a weak form and not very specific.
For 4.0 there isn't anything that can be done about it; but could
the SC/RM set release criteria for 4.1 early on in the development
cycle? I really liked the projects list that Mark did before we
went into stage3.
