Or, rather, the C++ standard. The unstated assumption of the discussion
is that everyone involved has to hand a copy of the C++ standard and has
read [dcl.enum], which defines the values of the enumeration in paragraph
6 to be the values of the underlying type in the range between the
smallest and largest values of the smallest bit-field that can store the
smallest and largest enumerators, and then has in paragraph 9 the wording
under debate.
