Neither one of those sites is controlled by us. I sent a note to the

I have a copy that I could provide. It would be nice, though, if there
were separate PDFs for each paper; the combination of doing this, and
getting the papers into databases like CiteSeer, will help raise our
profile, as well as to possibly help with software patent battles down the
road (publication establishes prior art).

CiteSeer is at http://citeseer.ist.psu.edu/ or http://researchindex.com/ .

Is there a tool to chop PDFs on page boundaries, to allow each paper to
go into its own file?

I can chop them using acrobat pro, assuming there aren't any copyright issues i need to be aware of :)
Just tell me who to send the chopped pdfs to, and i'll do it.
