Another solution that have been proposed in the past is to alternate Stage 2
and Stage 3 every other week. Of course, there has to be some kind of
commitment on actually *working* on bug fixing during the Stage 3 weeks,
otherwise this is going to slow down things, instead of helping making mainline
stable faster.
Or, instead of using time, we could use goals. Like, when we enter Stage 3, we
decide a certain number of bugs which has to be fixed before going back to
Stage 2. Something in the 10-20 range. This is also a kind of incentive: if
somebody has a new feature to contribute, he can help fixing a handful of bugs
to help getting back to Stage 2 ASAP.
