POT and PO files don't generally go to gcc-patches except for the
human-updated PO files from the TP that are sent automatically.  POT file
updates just get mentioned without diffs (as is generally the case for
automatically generated files); so do commits of PO files that have been
auto-merged with a new POT file but not updated by translators, so in the
case of cpplib also I don't think the files (auto-extracted from the gcc
translations) need to go to gcc-patches.
