We also need to document it!  There's nothing in codingconventions.html,
or that I can see in the GNU Coding Standards, defining what sorts of
features are impermissible to add by that policy.  "Keeping Free Software
Free" in the GNU Coding Standards might be an appropriate place, but
there's nothing there about avoiding adding certain features because
non-free software might interact with them.
