I think it's important to have all the changes for a particular set of
files be in the same ChangeLog. That is, patches to f/* should always
be either in f/ChangeLog or in ChangeLog. They shouldn't be split.
I must say this sounds like a recipe for chaos. For every file in the
tree, there should be exactly one ChangeLog describing its evolution.
