I'd not be as strong as this unless you indend to prune some RTL optimizers
before tree-ssa is merged. We can probably win at least 5% simply by
removing addressof and constant_p_rtx (which are low hanging fruit even for
a beginner as me) -- and maybe cse1. For a merge that has so many new lines
of code, I feel this contrasts somewhat with the request of having SPEC with
3% of mainline.

Note that 13775 is influenced by 13931 which is a backend (combiner)
regression marked as critical for 3.4.0
