GCC Mainline is in Stage 3

The GCC mainline is now in Stage 3.

Stage 3 is our final stage before branching for a release.  No new
functionality should be introduced during this stage; only bug-fixes for
existing functionality should be added and approved.

I expect that this Stage 3 is going to last longer than usual.  There
are a lot of regressions (169, to be precise) open against the mainline
and I would strongly prefer not to go create a release branch until most
of those are resolved.

is ridiculously long, but it does seem to correspond to open 3.4 bugs.

Pick one you don't like and stomp on it! :-)
