Delete xm-iq2000.h

The recently contributed iq2000 port contains an xm-file which is
completely unnecessary.

I would like to take the opportunity to remind people contributing new
ports to make sure they work. iq2000 uses poisoned target macros, and
is unknown to config.sub. I understand that new ports will not always
be 100% state of the art, but I don't think it's too much to ask that
they _compile_.

I would also like to remind everyone that the xm-host.h facility
should only be used if there is no other choice. It remains my
long-term goal to eliminate this facility entirely.

        * config.gcc (iq2000*-*-elf*): Don't set xm_file.
        * config/iq2000/xm-iq2000.h: Delete file.
