Fastjar, copyright, and upstream...

Fastjar is currently listed as:
"not part of GCC but shipped with GCC as convenience"
This might lead one to believe that fastjar is imported from upstream.
It isn't, since upstream appears to be effectively unmaintained; it
hasn't been altered since 2001. (I pushed a couple of fixes
upstream, and they're still sitting in the patch tracker.) Instead,
fastjar has a *lot* of GCC-local changes.
Portions of fastjar are copyright Bryan Burns and portions are copyright
Cory Hollingsworth; the rest seems to be copyright FSF. Perhaps Bryan
Burns and Cory Hollingsworth could be contacted, some arrangement could
be made, and this copy of fastjar could become an official FSF project,
or better yet part of GCC? Since only two non-FSF copyrights are
involved, both individuals, it seems to me that something reasonable
could be done here.
