There is a minor downside to this: if someone has checked out the
repository into their workspace during the time when the directory was
present, and the directory is subsequently removed from the repository,
then future attempts to update that workspace will fail -- until someone
manually intervenes by removing that directory from the workspace and
deleting it from the CVS/Entries file.  That's what will have caused
the problem with the automated regression tester.
