Successful build of gcc 3.3 on i686-pc-cygwin:

Configured with: /usr/local/src/gcc-binutils/branch/gcc/configure --prefix=/usr/local/gcc-binutils --enable-shared --enable-threads=posix
Thread model: posix
gcc version 3.3

Windows XP/Pro SP1 cygwin P4 system with these packages:

binutils  2.13.90 20030308
bison	  1.875-1
cygwin    1.3.22-1
dejagnu   1.4.2.x           (cygwin ver. 20021217-2)
gcc       3.2 20020927 (prerelease)
w32api	  2.3-1
