Okay, reconfirmation is added

The radio button will appear for people in the "reconfirmers" group.
It's only me at the moment, i'll add you guys when the conversion
happens (If 3.3 goes out tomorrow, hopefully this will be next week).
It's queryable on a date range it changed between right now, through
the standard way to query when a field changed.
I'll probably just add "never" as a valid from or to for this field,
rather than try to find a place it makes sense to have something
separate on the query page.
If this is unacceptable, let me know where you want it on the query
page and i'll add it.
