Not just because what the committee came to specify is fuzzy,
contradictory to the best means that the committee members were idiots.
Therefore you cannot argue that because they are not idiots what they
specified actually met the intent, or else we would not have The
Defect Report process since it would then suffice to say
"we're not idiots and we intended the words we wrote to be meaninful".
Zero defect. Void. Nada. But reality says otherwise.
The point is that mismacth between intent and specification is not
necessarily a direct consequence of being idiot.
