As one of the ones who recently handled several GNATS issues, I suppose
we can start with the "everyone can do it" approach; after all, all those
folks also have full CVS write access to the entire repository.
Or allow this for all folks have login access on gcc.gnu.org (not just
CVS write access), but this may be a bit tricky to do in Bugzilla?
