Problem building gcc 3.1 on Windows

I'm trying to build gcc 3.1 on Windows Me using gcc 2.95.3-5 with Cygwin 1.3.12-2 and I can't get past this error towards the end of
stage 2.
eval: Cannot fork: Resource temporarily unavailable
configure: error: libtool configure failed
make[1]: *** [configure-target-libstdc++-v3] Error 1
make: *** [bootstrap] Error 2
Does anyone have any advice?
