Basically, it's resignation (the person says s/he no longer wants to be a
maintainer) or 3/4 vote from the steering committee, for whatever reason
the SC finds appropriate. To spell out possible reasons would be a
problem, as we'd then be stuck if someone found a new and creative way to
cause damage.
