Of course I won't speak about the fact that only safe and
well tested changes should be made on the 3.1 branch, and that this change
cannot possibly qualify as such, but I wonder who authorized this change.
I authorized it.

This change was both safe and well-tested.  The change in behavior you
report was intentional -- the fact that "make" does not do a bootstrap
is, in fact, a bug -- albeit a long-standing one -- in GCC.  (Why?
Because are recommended way of building the compiler is "make bootstrap"
and the GNU Coding Standards imply that, in that case, "make" should do
the same thing as "make bootstrap".)

That said, as announced earlier, I've decided to ask Phil to remove
the patch.  Since we're not going to go with this patch in the long term
it's confusing to have it in the short term.
