srcdir builds

Very few members of the Steering Committee seemed inclined to comment on
the build-in-srcdir debate involving DJ, Phil, and myself.
There seemed to be something of a split among the few that did comment;
on the one hand, people liked the greater reliability and simplicity of
the approach that Phil and I took; on the other, they liked the DJs
approach for its consistency with the way things have usually been done.
I think that leaves us exactly where we are now -- hoping that DJ and
company finish us the autoconfiscation of GCC ASAP so that a tool,
rather than humans, can maintain all of the special-case code in the
Makefiles to deal with the case that the srcdir and objdir are the same.
Phil, I think that the clearest reading of the SC's comments would
suggest that you also remove your patch from the branch. Some people
indicated that since we did not know for sure that things were broken,
we should assume that they were not. (I am more paranoid; since I do
not know that things are working, I wanted to be defensive.)
I'm sorry for asking you to put this in, and then asking you to take it
out again.
