solaris-sun-* 3.1 compile error

Forgive me if I missed this on the list somewhere but does anyone have any
ideas what causing this?
creating cache ../config.cache
configure: error: can not find install-sh or install.sh in . ./.. ./../..
gmake[1]: *** [configure-target-libstdc++-v3] Error 1
gmake[1]: Leaving directory `/home/dkoski/gcc-3.1'
gmake: *** [bootstrap] Error 2
I get the same errors on Solaris 7, 8 and beta 9. It would appear that
install.sh isn't creating a symbolic link in both:
gcc-3.1/sparc-sun-solaris*
gcc-3.1/sparc-sun-solaris*/sparcv9
